Health Plan Price Transparency in Coverage Proposed Rule Summary

On November 27, 2019, the Internal Revenue Service of the Department of the Treasury, the Department of Labor, and the Department of Health and Human Services published a proposed rule that would require group health plans and health insurance issuers in the individual and group markets to disclose, upon request, cost-sharing amounts, in-network provider negotiated rates, and out-of-network allowed amounts to a participant, beneficiary or enrollee. In addition, plans and issuers would be required to publicly disclose in-network provider negotiated rates and out-of-network allowed amounts.
