Frank Burns

Frank M. Burns, MBA, FHFMA, CHCRS

I grew up in a small town in northern Georgia (Dahlonega), needless to say my mother nor I could afford to pay anything for college. Therefore, I made the decision to join the United States Air Force to obtain my degree. I thought I would go into the military and obtain a four-year degree and then start a career in finance/accounting. Little did I realize the Air Force needs came before my wanting a degree. I honorably served twenty years in the Air Force, and while it took longer than I planned, did complete my Bachelors Degree in Management & Accounting.

              After retiring from the Air Force, I started my healthcare career with Blue Cross Blue Shield as an auditor. For the next eight years I continued to work as a contractor for the Centers of Medicare and Medicaid (CMS). Because CMS contracts went out for bid every five years, I decided I was not comfortable worrying if I would have a job in five years, so I took a reimbursement analyst position with the University of Utah. I worked at the U for 11 years, at which point I felt there was no upward mobility so I left the U and went to Colorado to work for Centura health as a reimbursement manager.

Following my short nine month stay in Colorado I accepted my current position as the Mountain Division Reimbursement Director for HCA/MountainStar. I have been in my current position for five years now and absolutely love it! HCA is a stellar company with 190 hospitals in 20 states and the United Kingdom.

I received my undergraduate degree from Brigham Young University in Business Administration with a Finance emphasis before going to work with Marriott Hotels and Resorts for 10 years as an Auditor, Controller, and Finance Director.  Joined University of Utah Health almost 12 years ago working as an administrator for Internal Medicine and now currently work as the CFO in Ophthalmology at the John A Moran Eye Center.  Obtained my MBA from the University of Utah.  On the side, I occasionally provide finance and accounting consulting services for small business owners.  Also, currently serve on the Business School Alumni Board for University of Utah and as President Elect for the Utah Chapter of HFMA.    

I currently live in Utah, but have lived across the country including New York, Rhode Island, Connecticut, Maryland, California, Arizona, and Nevada.  I love most sports but these days focus on pickleball and cycling.  I also enjoy the outdoors including backpacking and hiking.

Som Chivukula is a finance professional in the healthcare sector. Most recently, he was the CFO of a family-owned business. He is pleased to join the HFMA Utah chapter as the program chair, where he expects to organize a variety of events to drive member engagement.

Som also is on the board of the Utah Coalition Against Sexual Assault in a treasurer role. His other passions include sports, wine, jazz and blues, and continuous learning. He holds master’s degrees from Fordham University, the University of Utah, and soon, UCLA. You can connect with him on LinkedIn under Som Chivukula.

Sara Workman

Sara Workman is a CPA with a Masters in Accounting, an MBA and a Masters in Integrated Healthcare Management.  While her husband was in school to become a Doctor, she noticed that there was very little guidance provided to students in how to run a successful clinic or practice once they graduated.  To meet this need, she started her own firm, Workman CPA and Outsourced CFO, which specializes in helping private practice owners run a profitable clinic and make the most out of their business while navigating the nuances of personal finance as a Doctor.

Sara is also a full time Professor at Southern Utah University and heads the Healthcare Administration emphasis in the MBA program. 

Sara lives in Cedar City, UT with her husband and two young boys.  She enjoys spending time with her family, exercising, everything outside in the sun, Ballroom dancing, gardening and watching basketball.

Sid Norton

Sidney Norton

Sidney (Sid) Norton is a healthcare executive with 25 years of experience in the private, government, and not-for-profit sectors.  He joined Intermountain Primary Children’s on July 1, 2019 as Assistant Vice President, Children’s Health Finance. 

Before joining Intermountain, he served in senior financial and operational roles at Cincinnati Children’s Hospital Medical Center as VP of Financial Planning & Analysis and VP of the Cancer and Blood Diseases Institute.  He also worked for five years with Indiana University Health in several system finance roles including Executive Director of Financial Planning & Analysis. 

Sid began his career with Eli Lilly where he worked in mergers and acquisitions and corporate strategy.  In 2005 he joined the administration of Indiana Governor Mitch Daniels. While in state government, he worked as CFO for the Family and Social Service Administration, overseeing a $14 billion budget for Medicaid and social services. 

In 2008 he moved to the Rehabilitation Hospital of Indiana, where he worked as CFO and eventually Interim CEO, turning the organization around from an operating loss of $1.5 million in 2008 to income of $1.6 million in 2011.

Sid earned a BA in Economics from Brigham Young University and an MBA from the Kelley School at Indiana University – Bloomington.  He is also a CMA and works occasionally as a medical assistant in Intermountain clinics.  Outside work he is an avid college sports fan and cyclist.  Sid and his wife Traci are the parents of 4 children and two grandchildren.

Jason Law

I was raised in, and currently reside in, Brigham City Utah with my wife and six children. I did my undergraduate in Accounting at Utah State University in Logan, Utah and followed it with an internship at Eide Bailly, LLP in the Audit department. I continued working at Eide Bailly, while completing a Masters Degree at Weber State University. After 5 enlightening years of assurance work at Eide Bailly, along with completing my CPA license, I decided to join HCA Healthcare as an Assistant Controller for Ogden Regional Hospital. I worked there for over 2 years before transitioning to the Assistant Controller role for the Mountain Division based in downtown SLC. After a year of serving the 11 Healthcare facilities in Mountain Division across Utah, Idaho, and Alaska, I accepted a role as Controller for Lone Peak Hospital in Draper, Utah. The daily commute of 70 miles each way, along with often riding the Front-Runner, and e-scooter led to transitioning, 18 months later, to my current hybrid-remote Controller role for Alaska Regional Hospital, based out of the Brigham City Hospital.

My interests include all things Basketball, ATV enthusiast, Hunting, and folding endless laundry.

I’m excited to be a part of the HFMA Utah Chapter board and enjoy the education and network opportunities it promotes.
