On October 19, 2016, the Centers for Medicare & Medicaid Services (CMS) placed on public display a final rule with comment period establishing the Merit-based Incentive Payment System (MIPS) for MIPS eligible clinicians or groups under the Physician Fee Schedule (PFS) and incentives for participation in certain alternative payment models (APMs). Together, CMS refers to the MIPS and APM incentives as the Quality Payment Program (QPP). The rule is slated for publication in the November 4, 2016, issue of the Federal Register , and will take effect on January 1, 2017. While this is a final rule, CMS seeks comments on selected issues. The 60-day comment period ends at close of business on December 19, 2016.
